Explanation: "mankind are more disposed to suffer, which evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed"

Mankind is referring to people. Disposed means willing. Accustomed means usual. So, it's basically saying that people are more willing to suffer than to take away what they usually have. So, they won't accept change.
