Because of the first amendment, we have the freedom of press, and with the chart not saying anything to lead us to believe this, the government isn't going to be regulating the press (whether that be more or less). If the public's trust in the media is on an active decline, why would the government use these outlets to respond to the public concerns? it would be pointless for many reasons... less trust, less viewership, etc. With all of this being said, we can conclude that the best answer choice would be D.
