To solve 3x + 2 = 23 you must:

Subtract 2 from both sides so like this 3x+2−2=23−2 and get 3x=21.

Now Divide both sides by 3 so 3x/3=21/3. Mainly divide 21/3 and get 7.

To solve -2y - 7 = 3 you must:

Add 7 to both sides so like this −2y−7+7=3+7 and get −2y=10.

Now Divide both sides by -2 so -2y/-2=10/-2. Mainly divide 10/-2 and get 5.
