4x - y = 13 >>>> y = 4x - 13

2x + y = 17 >>>> y = -2x + 17

so

4x - 13 = -2x + 17

4x + 2x = 17 + 13

6x = 30

x = 5

y = 4x - 13 = 4(5) - 13 = 7

then

3y - 2x = 3(7) - 2(5) = 21 - 10 = 11
