A) decreasing. Salt concentration is being reduced.

B) 5%. The more 5% solution that is added, the closer the mixture becomes to 5%.

Explanation:

A) Increasing values of x result in decreasing values of C(x), so the function is decreasing.

This means that when a lower concentration of salt solution is added to one of higher concentration, the result is a decrease in the concentration of salt in the mixture.

B) As x gets very large, C(x) approaches 5. The horizontal asymptote is C=5.

In the context of the problem, it means that as the solution contains more and more 5% brine, the concentration of salt in the mix approaches 5%.
