%60 of %78 = %46.8 = percentage of people who were first time takers who failed.

so total percentage of first time takers = 46.8 +17 = %63.8.

Then 17/63.8 X %100 = percent of first time takers who passed.

=26.6 percent therefore %27 is correct.
