99.6% of 2590 = - 10 + 10 = 2600 people.

Explanation:

10 = positive = inverse of 99.6 = 0.4

0.4 x 1000 = 400

So we need an odd number ie) 3,000 minus 400 to make 10 extra when inverse is missing. = 3000 - 400 = 2600
