Tell whether the relation is a function. Explain your reasoning.

{(-1, 7), (9, 4), (3, -2), (5, 3), (9, 1)}

The relation is not a function. In order for a relation to be a function, the x-inputs of all ordered pairs must not repeat, and if they do, they must have only one output. In this problem, however, (9,4) and (9,1) both have different outputs (y-values). Therefore, there is no function present.
