The Chinese government as a communist government believes so much in trying to keep the views of the citizens neutral and away from influencing opinion. This could be seen in the banning of religion, controlling communications and strict monitoring of the citizens.

The stiffing of discussion about cultural Revolution carried out by the Chinese government is aimed at preventing the citizens from loosing thier cultural identity to the Westernized culture. This is because, they know that culture is one of the strong point through which an individual showcases his or her identity and loosing such means the individual is not identifiable.
