Why isn’t ABCD a parallelogram even though it has a pair of parallel side and a pair of congruent sides?

It could be a trapezoid.

Explanation:

Parallelograms require two sets of parallel sides that are congruent to each other. Congruency doesn't mean that it's parallel though, it just means the length is the same.
