A horizontal asymptote is a horizontal straight line that the graph of a function approaches when the domain approaches infinity.

We cannot see the graph.

However I provided a graph in the attachment.

Using this graph the horizontal asymptote is y=3.

Note that x=1 and x=3 are vertical lines so they cannot be a horizontal asymptote.
