Answer:

A. Key decisions will have to be made with partial information.

Step-by-step explanation:

A pandemic is a disease that has spread rapidly, affecting a large number of people across a large area. A pandemic ends up infecting many countries or continents. Planning for pandemic is different than planning for other emergencies because most often there is little knowledge about it.

Pandemic spreads so easily because a proper treatment has not yet been discovered for it and also there is little knowledge about the source. People are still learning about it and therefore there is partial information available. All the decisions related to prevention, treatment and containment of the disease have to be made according to whatever information is available. This situation makes it more difficult to cope with it.
