If the cost is per inch, then we need perimeter otherwise if the cost was per square inch we would have looked for the area.

Total cost=circumference* cost per inch

Circumference of a circle is given by


C=2\pi r

Where r is radius. Substituting 4.75 inch for r then


C=2\pi* 4.75=29.857142857142\\C\approx 29.86 inch

Cost=29.86*0.50=$14.93
