To answer wait you put into the big, it would be .28 since when making a percentage a decimal you move the decimal point to the left twice. There is always an invisible decimal after a whole number (ex. 28.0). And to find out what 28% of 140 is you simply do .28 x 140 to find that, which is 39.2.
