I'm not sure how to explain it, but i'm pretty sure if you don't move the decimal to the left it wouldn't be in simplest form or scientific notation???

A is the wrong choice because it makes no sense

B is wrong because if you take remove a decimal place you need to add 1 to the exponent value

C is correct

D is wrong because if you move it one place to the right you would need to take away from the exponent value
