Constant of PROPORTIONALITY = ½

6 Empanadas = $3

We see that, as the number of Empanadas increases, the amount in Dollars also increases. Such that:

Let E = Empanadas

$ = dollar

~ = sign of PROPORTIONALITY.

Therefore:

$ = KE

Where K = constant of proportionality.

When E = 4; $ = 2

$2 = K4

K= 2/4
