Usually what I would do whenever I have this type of problem is match the denominator (bottom value) with 100.

I try and do this because all percentages are out of 100. For example you would say I got 90 percent. And this is equivalent to 90 over 100.

So, to make the denominator which is 50 into 100 I would need to multiply by 2.

Since whatever you do to the bottom you have to do to the top to keep the fraction equivalent, you would have to multiply the top by 2 as well.

45 * 2 = 90

50 * 2 = 100

So your answer would be C because he changes the bottom into an easy fraction to calculate percentage.
