As far as I know, the chat messages are disabled for ordinary users (apparently because someone was bullied through the chat.) I am currently an Ace (one more rank to go!) and I still can't initiate a chat. However, someone like a Community Assistant or Moderator can. They would do this to let you know if you violated any Guidelines, which may result in you getting a warning.
