What we know from the statement is that the scale of the map is 125 inches per inch.

Ie: 1 in / 125 ft

In theory then 1 foot on the map represents 125 feet on the actual.

You don't ask how many feet makes 5 fleas therefore:

1/125 = 4 / x

Solving for x we have:

x = 4 in * 125 ft / 1 in = 500 ft

Which means that 4 inches represents 500 feet in reality.
