What is the best way to put setting into a story?

I don't think you care much at the way characters look when you are describing the setting.

Taking a picture and pasting it sometimes might work. I don't think I've ever seen it done.

The middle one is a victorian method. If you have a good accurate vocabulary, it will work.

Answer: the last one. Always appeal to the senses when you can.
