Answer:

  • There were lands and other properties on a large scale which were controlled by the land lords and those who had power over the weak individuals inside the region.As, the environment was not suitable for the weak majority to live in, but after reviewing the whole process and different factors involving the system was then able to provide the required number of lands to the deserving folk. And for that reason 1/3 of the total land mass in the respective region was then well distributed among the people.
