The question can only be answered with a yes or no, but it will be done to many first-year students. Which does generate statistics, since it gives the ability to have an inherent variability in the data used to answer the question.

That is, each student will raise a different amount of money. Some first-year students will most likely raise more money than some seniors, and some seniors will raise more than some first-year students.

Therefore, YES is a statistical question.
