Who would be a better ruler for my school Hobbes or Locke? and Why

Hobbes was a believer in monarchy while Locke was liberal so Locke would be the better choice.

Hobbes, throughout his life believed in a concept called the social contract in which he asserted that the people had to rely on Absolute monarchy only to live a good life among themselves.

Locke was a liberal and believed in an early form of democracy and he also vouched for greater civil rights in his time.
