Writing 1.42 in the fraction form:

In the given picture 100 small box makes 1 whole number.

Therefore
1=(100)/(100)


$1.42=(100)/(100)+(42)/(100)

Denominators are same, so you can add the numerators.


$=(142)/(100)

Converting improper fraction into mixed fraction.


$=1(42)/(100)

Writing 1.42 in the percent form:

1.42 = 100% + 42$

= 142%

1.42 = 142%
