What happens to the value of the expression 3y/2y as y increases

It does not change anything.

This expression is constant.

Why?

If you take out the common term of the fraction, which is y, we end up with 3/2.

Another reason is that if you put any number to replace y, you get the same number, 3/2 (in simplified form).

Answer: Nothing happens to 3 or 2. Only y is increasing. Everything else stays the same
