Explanation:

According to Wikipedia, the percent measureof a road grade is 100 times rise over run. in your case you know everything but run, so let's set up an equation

4=100 * 200/ run

Now just use algebra

4 = 20000/ run

run* 4= 20000

run= 20000/4

run= 5000
