If permission is given by the Native American group & a license is written, I don't see why not. This allows for publicity of a Native American group, which may lead to more people getting to know the group and/or helping the group with attracting more tourists & customers to their workplaces. However, if there is no permission granted by the said Native American group, then Native American mascots should not be used.
