y=2x-5

Explanation:

first because if a linear equation is graphed to be perpendicular has to have the same slop y=2x which is equivalent to going up two over one on agrao from the +1 point to pass through (3,1) start at the point (3,1) go down two over until you find the y intercept which in this is -5 five so y=2x-5 is the answer.
