N(t) = 740(t) + h . where h is initial height we need to find.

She was 710 meters above sea level after 1.5 hours. So,


N(1.5) = 740(1.5) + h


740(1.5) + h = 710


1,110 + h = 710


H = 710-1,110


h = - 400m

Therefore , Noa started at – 400 meters below sea level.
