Explanation:

let the number be n then increased by 9 is n + 9 and decreased by 4 is n - 4 , so

3(n + 9) = 2(n - 4) ← distribute parenthesis on both sides

3n + 27 = 2n - 8 ( subtract 2n from both sides )

n + 27 = - 8 ( subtract 27 from both sides )

n = - 35

that is the number is - 35
