They are more so the ones actively involved and enjoying the gains of drug trafficking, on the other hand with the law enforcement agencies, they are risking there lives in arresting the drug traffickers ,there is no way they can say drug trafficking has a useful place in the society because people are risking there lives to stop it, apart from the fact that there ate drug traffickers, the consumers on the other hand are involved which is causing more problems in the society that creating a useful place so it is the underclass Americans involved in the drug trafficking are the ones more likely to say there drug trafficking has a useful place in the society based on the passage.
