13 packs per year because 6 1/2 x 2 = 13 so it would be 13

13 packs a year. 6.50 (.50 comes from 1/2) since the question states that she uses 6_1/2 packs of pencils in the first “1/2” of the year we need to multiply the 6_1/2 by 2 and we get our answer.
