Answer:

The decentralization was took place in order to strengthen regional and local governments. This helps in improving the government efficiency and the democratic governance gets better. Decentralization is introduced in many countries. This is used in many countries for silencing peoples ' voices. With decentralization people get active in the nation's political process with the legislature. For all their acts, they trust the Government. This results in better government relative to authoritarian nations.

Over a long time America practiced a centralized form of government. In the lives of The citizens and other institutions, the Government has imposed itself. It has destroyed the American system, necessitating decentralization. If not, chaos, civil unrest and violence will all over the country. People will equate their program to those in the world themselves, and try refinement.

There isn't plurality of influence in American society. Authority is restricted to only a few. Not everybody will take a seat in the decision making process. Just a handful hold the influence in the hands of American society. There are citizens who can make laws or change them. Therefore, we may say the American society is not a pluralist society. It has no representative government, and has no power plurality.
