Answer: I would have to say A.

Explanation: B is incorrect because they did value loyalty and duty more than personal wealth, C is incorrect because that is how their government worked, and D is incorrect because they did have the Twelve Tables. So the correct one must be A. And I'm pretty sure the only thing that was bad for the Romans during the Punic wars was that they didn't have a navy for a while.
