If the requirements are clear then the best methodology is certainly the waterfall model. And the less experienced project managers and as well as the teams will be most benefited. And since the requirement is clear and not changing, there are fewer chances of error through the Waterfall model. It's perfect hence for such a situation, as its easiest to follow as well. JAD and LCD are good for complex projects where the requirement keeps changing all the time. However, when the requirement is constant then we donot need to check for errors again and again. And hence, the waterfall model is the best in that case. amd not JAD and LCD, which are meant for complex projects requirements.
