y=-3/2x+5

Explanation:

3x + 2y = -4

2y=-4-3x /:2

y=-4/2-3x/2

y=-3/2x-2

Slope=-3/2(=m) , because this line is parallel slope is the same, then

y-y1=m(x-x1) ,where

A(4,-1).... x1 =4, y1 =-1

y-(-1)=-3/2(x-4)

y+1=-3/2x+3/2*4

y+1=-3/2x+6

y=-3/2x+6-1

y=-3/2x+5
