3y + 2x = 5

Explanation:

3x-2y = -2

2y = 3x + 2

y = (3/2)x + 1

Slope is 3/2

Slope of the Perpendicular line is -2/3

y = (-2/3)x + c

x = -2 , y = 3

3 = (-2/3)(-2) + c

3 = 4/3 + c

c = 3 - 4/3 = 5/3

y = (-2/3)x + 5/3

3y = -2x + 5

3y + 2x = 5
