Answer:

x-4y=28

Explanation:

y-8=1/4(x-4)

y-8=1/4x-1

+8 +8

y=1/4x-7

4(y)=(1/4x-7)4

4y=x-28

-x -x

-1(-x+4y)=(-28)-1

x-4y=28

\bf (\stackrel{x_1}{4}~,~\stackrel{y_1}{-8})~\hspace{10em} \stackrel{slope}{m}\implies \cfrac{1}{4} \\\\\\ \begin{array}c \cline{1-1} \textit{point-slope form}\\ \cline{1-1} \\ y-y_1=m(x-x_1) \\\\ \cline{1-1} \end{array}\implies y-\stackrel{y_1}{(-8)}=\stackrel{m}{\cfrac{1}{4}}(x-\stackrel{x_1}{4}) \\\\\\ y+8=\cfrac{1}{4}x-1\implies y=\cfrac{1}{4}x-9
