The number is 3

Explanation:

First we want to make an equation, 5 times n (a number) plus 4 = 19 (by using 19 the least possible awnser we know that it will be the least possible number that satisfied the requirements, if it didn't work we could have gone up one number until we found something that worked)

5n +4 =19 subtract 4 from both sides so that the 5n is alone

5n = 15 now divide by 5 so that the n is all alone

n=3
