x=0 and y=2/3

Explanation:

Multiply top equation by 2 -> 4x+6y=4

Cancel out the "6y"s by elimination -> 3x=0

Divide both sides by 3 -> x=0

Plug x=0 into x+6y=4 to get y -> 0+6y=4 -> 6y=4 -> y=4/6=2/3

So x=0 and y=2/3
