Option D, yes it is a web base system, but it wasn't exactly web based system as discussed in the passage ,and it is not a way of informing them that we purchased it ,it sounds like an introduction.

Option B best answers the question , as it designed to take advantage of the latest development in data search, this best explains the internal proposal to the company.
