Why was public opinion mixed about the cuban war for independence?.

According to the foremost American historian on Cuba, Louis A. Pérez, U.S. leaders throughout the 19thcentury had opposed Cuban independence, based in part on their desire to annex Cuba to the United States and in part on their belief that the mixed race Cuban population was incapable of running its own affairs.
