18 oz is equivalent to 1.125 pounds. If this is so, 1.125 pounds = 20 small bags. We need to figure out how much would fit 18 pounds.
18 / 1.125 = 16
16 times 20 = 320 bags
They could fill 18 pounds with 320 bags.
