Answer:

The offer letter is only served to applicants who apply for a particular program and are admitted (short listed) by the university according to the number of seats available for the program. Once you are short listed then the university will mail you the offer letter now you are only one step away which is acceptance of offer letter which you will sign a document and deliver that acceptance letter to the university. You have to inform the university within the set time period the university has indicated you.
