It doesnt need to be in simplest form or in fraction form, its just plain and simple. So, this problem is easy when you take a look at the equation. It says -3x + y. ALL you have to do is plug in the numbers. X = -4, so plug that into the same place that its in, in the problem. Since X is touching -3, they have to be multiplied. -3 * -4 = 12 since 2 negatives multiplied make a positive. Take THAT 12, and then add that to 7. Now its 12 + 7. And that gives you 19.
