In The Hunger Games series, the Capitol has gone to extreme measures to keep the districts in line and to win the current war. For example, the creation of muttations that are both physically and mentally harmful, along with the hijacking of Peeta's mind, cannot be viewed as "humane" war tactics. Even the rebels are known for abandoning their morals when they create the avalanche on the Nut, trapping and harming countless innocent citizens inside. Think about what it takes to win a war and consider: At what point does humanity cross the line? Do you think there should be rules to abide by in wartime? If yes, what rules would you have? “I think that war, crosses the line of humanity when we stop viewing the people we are fighting as humans. I believe that war should have rules otherwise human survival would come to an abrupt end. I agree with most of the rules we have now, no nuclear warfare, the white flag rule, etc. I wouldn’t make any changes to the rules we have now, I would probably add in a few extra like no excessive means of force.” Or something like that
