Though Japanese and American diplomats were negotiating, the militarists ruling Japan knew that soooner or later, there would be a clash with the USA.

So, when talks led to nowhere, they decided to strike first and try to finish the American Navy stationed in Hawaii. Though it was a succesful operation, they failed to cripple the US naval force because its most important ships, the aircraft carriers, were not docked in Pearl Harbor that fatal day of December 7, 1941. The Japanese attack just woke a dormant giant up.
