Explanation: Bottoms, basic needs in this Hierarchy refers to one's physiological needs such as shelter, food ,clothing and water and after these comes the safety needs but without the basic needs such as shelter food and clothing, it is impossible that a person can be able to strive for anything else. Imagine driving to be reach self actualization without having shelter ,food and water that would be hard to even think about.
