So;

2:3:5

2/3(b):b:5/3(b)

5/3(b) = b + 8

5b = 3b + 24

2b = 24

b = 12

l = 2/3(b) + b + 5/3(b)

l = 2/3(12) + 12 + 5/3(12)

l = 8 + 12 + 20

l = 40cm
