ANSWER:

advantage to government;

For Government to be in charge of power we will have trust that the power is reliable. Private can always abuse this power, or not being ethical in it's administration. Giving the role to private, it just like handing over the power to some group of people, which are likely to convert it to their personal interest. But government is owned by everyone.

Private associations can give us the best administration, because it is owned by someone, which wants to maximize opportunity. Private will always want to put in their best make things more flexible and easy to attain, unlike the government which procedure and rule are much, since cash is the principle moto there is dependably a possibility of information trade off with privately owned businesses, which we can't get in government.
